Consultation on Proposed Changes to the Education Structures in Frome

Overview

This is an informal (pre‑publication) consultation asking the Frome community whether there is support for a significant change to local education structures, specifically a move from the current three‑tier system to a two‑tier education system.

At this stage, no final decisions have been made. The consultation is intended to test community appetite before any detailed proposals are developed.

Why is change being considered?

Over the last two years, key education stakeholders have been working together to explore whether a two‑tier system could better meet the needs of children and families in Frome. These discussions have focused on improving educational outcomes and long‑term sustainability.

Potential benefits identified include:

  • Fewer transitions between schools, improving continuity of learning
  • Stronger curriculum progression from early years through to GCSEs and A levels
  • Improved pastoral support through longer time spent in the same school community
  • More efficient use of buildings, staff and specialist resources
  • A more joined‑up education system across the town
  • Reduced need for pupils to attend schools outside Frome
  • Greater choice and stability for families
  • Opportunities to expand specialist and Alternative Provision as capacity is released

What is being proposed?

The high‑level proposal would see:

  • Two secondary schools
  • Up to 15 primary schools feeding into them
  • Additional provision for children with Special Educational Needs and Disabilities (SEND)

If progressed, the new system would be introduced from the 2028/29 academic year (September 2028).

Who can take part?

Anyone can respond, including:

  • Parents and carers
  • Children and young people
  • School staff and governors
  • Local residents
  • Community groups and organisations

Stakeholders are particularly keen to hear from those likely to be directly affected or with an interest in education provision in the area.

  • Consultation opens: Monday 23 February 2026
  • Consultation closes: Friday 20 March 2026 
  • Feedback review: 21–31 March 2026

If the consultation shows community support, a full statutory consultation with detailed proposals would be developed and launched in June–July 2026.

  • Attend one of two drop‑in sessions on Wednesday 11 March 2026 at:
    • The Key Centre (2.00–4.00pm)
    • Frome Town Hall (5.00–7.00pm)
